For example when I first got my Ryzen 7 1700 the idle temps would go from 30-40C in spurts. Set the fan to 30% below 45C and never had to listen to it spin up and down like crazy anymore. It looks like a hardcoded temperature limit the card tries to keep at any cost, any settings. There are fan that do 4000 rpm, but they make a lot of noise. The curve of the blades and the space between the blades and the chassis (of the fan) also influence the performance of the fan.
