In other words, using RTSS gives you lower input lag compared to not using a frame limiter. As to why RTSS provides more stable frame times, it's simply because RTSS is very accurate. Both Nvidia and AMD have FPS limiters. Only game engine FPS limiters give the lowest display lag. RTSS/Nvidia/AMD's cause at most 1 frame of lag. Bakkesmod probably gives 1 Frame of lag as well.
