They will count as having made the type of move that they made in the previous movement phase.

I think Mont’ka would negate it however I’ve seen people say Mont’ka will still see an action broken if a unit moves so what is everyone’s feeling on this interaction?

They're not really equivalents, tactically it makes sense to always default to Montka giving you an earlier and more reliable buff on the most critical turns and then pull a sneaky on your opponent by picking Kauyon when you really need redeploys or they planned on waiting out Montka.
